UPS has officially released its 2027 GRI. Sort of.

The 5.9% headline increase is out, but UPS has not yet published the details. No information is currently available on specific base transportation rates, surcharge increases, or updated ZIP code lists. Per UPS, that information will come at a later date.

What Do We Know About the UPS 2027 GRI So Far?

Confirmed headlines are limited to averages and advance notice, with specifics still to follow. Here’s what shippers need to know today:

  • Base Transportation: Base transportation rates will increase by an average of 5.9%. This applies to base transportation only. Surcharge increases are not bound to this 5.9% average.
  • DAS/DASE/Remote ZIP Codes: UPS will update the list of ZIP codes subject to Area Surcharges.
  • Zone Charts: UPS will update the ZIP codes assigned to certain zones.
  • Additional Handling: The minimum billable weight for Additional Handling packages will increase to 50 lbs, up from the current 40 lbs.
  • Ground / Ground Saver: Beginning on or after December 21, 2026, certain Ground and Ground Saver shipments from specified origin ZIP codes, for qualifying customers, will be charged an additional surcharge. This one is worth watching, as it has the potential to add significant per-package cost. Details are expected in early November.

UPS Fuel Surcharge Update Effective November 2026

While announcing the GRI, UPS also added an unrelated fuel surcharge update, effective November 2, 2026. This update affects both the fuel surcharge at current fuel prices and the relief shippers receive as fuel gets cheaper.

At current fuel prices:

  • Ground: Fuel surcharges increase by 0.5%.
  • Domestic Air: Fuel surcharges increase by 0.5%.

As fuel gets cheaper:

  • Ground: The bottom of the fuel table increases from $4.99 to $5.80 per gallon. Below this threshold, the fuel surcharge decreases by 0.25% for every $0.27 decrease in diesel prices, instead of every $0.09.
  • Domestic Air: The bottom of the fuel table increases from $3.01 to $3.56 per gallon. Below this threshold, the fuel surcharge decreases by 0.25% for every $0.21 decrease in jet fuel prices, instead of every $0.05.

Put simply, above $5.80, diesel only needs to go up $0.09 to increase fuel surcharges by 0.25%. Below $5.80, diesel must fall $0.27 for fuel surcharges to decrease by that same 0.25%. Increased fuel prices in 2026 have created significant revenue for UPS, and these changes to the bottom of the fuel table protect that revenue if fuel prices fall again.

How Should Shippers Prepare for 2027?

Because 5.9% is an average, the real figure depends on each shipper’s mix of services, zones, and surcharge exposure. The detail that determines true impact—the ZIP reassignments, the Additional Handling threshold, and the new Ground origin surcharge—lands later, so shippers who model early walk into 2027 without surprises. Reveel’s rate change impact analysis models GRI impact against actual shipping data, while real-time exception alerting flags surcharge changes as they hit invoices, so new charges like the Ground and Ground Saver origin surcharge are caught in-cycle rather than months later.
